This memo orders a hiring freeze across Federal departments and agencies in the executive branch. This memo applies only to civilian employees - military personnel may be hired as needed. Guidance on this memo was issued on January 25.

Presidential Memorandum Regarding Withdrawal of the United States from the Trans-Pacific Partnership Negotiations and Agreement

This order withdraws the US from the Trans-Pacific Partnership (TPP). The TPP is a partnership that aims to foster trade and support economic growth among the twelve - eleven without the US - member countries.

Presidential Memorandum Regarding the Mexico City Policy

This document reinstates the “Mexico City Policy,” which restricts family planning organizations overseas from promoting abortion services if they receive US funding. (This policy, originally issued by Reagan, was reinstated by George W. Bush in 2001, and revoked by Barack Obama in 2009.)
